Faculty History and Development

On Sept. 1st, 1997, the first 124 students began full-time Law programme studies at Mykolas Romeris University. The March 17th, 1998, Senate-approved new Law Academy structure, aside from the 5 Faculties, established the Law Faculty, which had 10 departments.

In May of 1998, the Senate of the Law Academy, taken into account the recommendations of the Competition & Certification Commission, chose by competition the Faculty Dean, Department Heads, academics pedagogues and other employees. Kęstutis Stungys, PhD, was selected as the Law Faculty Dean. Department Heads selected were as follows: Criminal Procedure – Professor Eugenijus Palskys. Ph.D., Criminal Law – Professor Vytautas Piesliakas, Ph.D., Civil and Commercial Law – Associate Professor Dangutė Ambrasienė (until April 20th, 1999), Professor P.V. Rasimavičius (from April 21st, 1999), Labour Law & Social Security – Associate Professor Genovaitė Dambrauskienė, Ph.D, (from Aug. 2nd, 1999), Finance & Tax Law – Algirdas Miškinis, Ph.D., Criminalistics – Associate Professor Hendryk Malevski, Ph.D., Criminology – Associate Professor Genovaitė Babachinaitė, Ph.D., International Law and European Uni on Law – Associate Professor Saulius Katuoka, Ph.D., Law Philosophy – Associate Professor Alfonsas Vaišvila, Ph.D., Forensic Medicine – Professor Gediminas Žukauskas. In all there were 86 pedagogues working at the Faculty of Law along with 32 doctoral graduates. There were 43 lecturers with doctoral degrees of which 12 were professors and 20 associate professors.

From Sept. 1st, 1998, aside from the Bachelor of Laws study degree programme, the Master of Laws programme was established with three specializations: Criminal Law and Criminology, Civil Law and International Law.

On June 8th, 2000, by decree of the University’s Rector Nr. 371 K, Juozas Žilys, Ph.D., was appointed the Law Faculty’s Dean. Associate Professor Oleg Fedosiuk was appointed the Law Faculty’s Vice-Dean, by the Dec. 5th, 2000 decree of the Rector Nr. 181K. In 2005, when a 2nd Vice-Dean‘s position was established by the Feb. 10th, 2005 decree of the Rector Nr. 4I-279, Associate Professor Dalia Vasariene, Ph.D., was appointed to the post. From July of 2007 Professor Egidijus Jarašiūnas, Ph.D., was appointed Law Faculty Dean and Vice-Dean Linas Baublys, Ph.D., replaced Oleg Fedosiuk as Vice-Dean. In addition the post of Vice-Dean for Research was established and Agnė Tikniūtė, Ph.D., was appointed to this position, once she was appointed as the Head of Civil and Commercial Law, this position was occupied by Assoc. prof. Asta Dambrauskaitė. In 2010 the Dean of the Faculty prof. Egidijus Jarašiūnas was appointed as the judge at European Union Court of Justice. Therefore the new Dean - Professor Rima Ažubalytė, Ph.D. was appointed in 19 October 2010. Also a Vice-Dean for International Relations Regina Valutytė, Ph.D. replaced former Vice-Dean Assoc. Prof. Dalia Vasarienė, who was appointed as judge at Court of Appeal of the Republic of Lithuania. Currently the Dean's Office consists of the Dean prof. Rima Ažubalytė, Ph.D. and two Vice-Deans - Assoc. Prof. Linas Baublys, Ph.D. - Vice-Dean for Studies and Regina Valutytė, Ph.D. - Vice-Dean for International Relations and Studies (Erasmus Coordinator).

From 1998 to 2012 the Law Faculty’s study programme and department numbers varied. The main tendency was the development of new study programmes (especially - joint study programmes), the emergence of new disciplines and increase of department work loads in the study process, as well as in the research sphere. At this time the Faculty has 11 departments: Administrative Law and Procedure – Head Professor Algimantas Urmonas Ph.D.; Criminal Procedure – Head Professor Raimundas Jurka, Ph.D.; Criminal Law and Criminology  – Head Associate Professor Aurelijus Gutauskas, Ph.D.; Biolaw – Head Professor Jonas Juškevičius, Ph.D.; Civil and Commercial Law – Head Associate Professor Agnė Tikniūtė, Ph.D.; Civil Procedure – Head Professor Egidija Stauskienė, Ph.D.; Labour Law and Social Security – Head Associate Professor Justinas Usonis, Ph.D.; Constitutional Law – Head Professor Milda Vainiutė, Ph.D.; International and European Union Law – Head Professor Saulius Katuoka, Ph.D.; Philosophy of Law and Legal History - Head Professor Darijus Beinoravičius, Ph.D.; Business Law – Head Associate Professor Lina Novikovienė, Ph.D.

The Bachelor Degree programmes of the Faculty of Law (Law and Law and Management) as well as the 20 Master’s Degree programmes and specializations, adaptability and the University’s highly-qualified lecturers and excellent work conditions, provide a successful basis for almost 8,000 students to study in full-time day and extramural studies.

Studies and Qualification Degrees

The Faculty organizes consecutive studies. The cycles of consecutive studies include: first - Bachelor’s (3,5-year in full time and 5 years in extramural undergraduate Studies); second – Master’s (1,5 yeat in full time and 2 years in extramural specialized studies); third – doctoral studies (4-year studies for preparation of research in full time studies and 6 years in extramural studies).
Faculty of Law offers two Bachelor’s Degree study programs - Law and Law and Management. These programmes include a wide spectrum of disciplines which are studied and which make up the fundamentals of a higher education in Law. Students take courses in Lithuanian and Foreign Countries Legal History, Roman Private Law, Theory of Law, Philosophy of Law, European Union Law, Main Material and Procedure Law Branches. Aside from the legal disciplines, students also take Philosophy, Latin and Foreign Languages, Logic, Political Science, Forensic Medicine and Psychiatry, etc.

Having completed these studies, graduates of both programs acquire a Bachelor’s Degree in Law and can aspire to positions as lawyers, prosecutors, notaries and gain employment in various state institutions and the legal departments of private companies.


Having completed Master’s Degree studies, a Master of Laws Degree is awarded, which aside from the aforementioned postions allows one to aspire to posts in the judiciary.

Master’s Degree studies are based on knowledge and skills acquired in Bachelor’s Degree studies, but direct students toward a deeper knowledge of a certain legal branch. Those studying for their Master’s Degree can choose from the following programmes:

  • Administrative Law;
  • Biolaw;
  • Business Law;
  • Criminal Law & Criminology;
  • Civil Justice;
  • Civil Law;
  • European Business Law (also offered in ENG)
  • European Union Law (also offered in ENG);

Having completed doctoral studies and successfully defended the thesis, doctoral studies’ graduates are awarded a doctoral degree.
