Information for International Degree-Seeking Students

IMPORTANT Announcement of the Migration Department of Lithuania regarding CHANGES in procedures from 1 July 2023: https://www.migracija.lt/-/the-procedure-for-issuing-national-visas-is-being-changed-this-will-be-taken-care-of-by-the-migration-department

From 1st of July 2023 all foreigners, who are full-time degree-seeking students coming to study at higher education institutions registered and operating in the Republic of Lithuania in order to legally enter and stay in Lithuania, will have to apply not for a national visa, but FOR OBTAINING A TEMPORARY RESIDENCE PERMIT IN LITHUANIA (TRP).

TRP can be obtained not only in Lithuania, upon arrival at the Migration Department, but also in 34 centres of the company “VFS Global” operating in foreign countries, where the aforementioned services have been provided since the beginning of this year:

After the acceptance to Mykolas Romeris University is finalized and study contract signed, all accepted international students can immediately apply for TRP on the grounds of studies.

For all non-EU citizens, it is crucial to apply for a Temporary Residence Permit  (TRP) to ensure that you are legally authorized to stay in Lithuania for the duration of your studies at MRU. Later on is compulsory to apply 2-3 months in advance of TRP expiration for its renewal.

If you are a citizen of the country, whose nationals can enter Lithuania without visa (Check the list of countries, whose citizen can enter Lithuania without visas: https://keliauk.urm.lt/en/entry-to-lithuania/visas/list-of-countries-whose-citizens-do-not-require-visas-to-enter-the-republic-of-lithuania), you are welcome to arrive to Lithuania and apply for TRP after arrival at the Migration Department (Important: carefully read and collect all documents from home country – all 5 STEPS towards getting your TRP are all applicable to you – listed below).

If you are a citizen of the non-EU country whose nationals need visa to enter Lithuania, you must apply for a Temporary Residence Permit straight from abroad (from Your country or the closest country where the “VSF Global” centres are collecting applications for the Migration Department of Lithuania), and you must complete the following five (5) steps:

  1. Collect required documents
  2. Complete and submit online application (request) for TRP
  3. Lodge the original documents and biometric data
  4. Mandatory remote interview with employee of Migration Department
  5. Collect your TRP card

STEP 1   – Collect all the documents :

  • A valid passport
  • A letter of acceptance from Mykolas Romeris University
  • A health insurance certificate (valid in all Schengen area countries) (sum insured – EUR 6,000)*
  • Consent of the parents or a parent, the guardian or other legal representative to the anticipated stay (studies) in the Republic of Lithuania, if the foreigner is a minor;

A certificate confirming the absence of any criminal record from all countries where you lived for longer than 6 months (!NOTE: in case you are from the country, which is not a participant of the Apostille Convention (check here: https://www.hcch.net/en/instruments/conventions/status-table/?cid=41)  your documents need double legalization).

Note: in this case, make sure to send a copy of the document with one legalization by issuing country to us in advance). On arrival to Lithuania double legalization MUST be completed and properly legalized document has to be submitted to Migration department within 3 months.

Proof that you have sufficient funds for studies and return travel expenses (bank statement or scholarship certificate. The amount of funds considered sufficient to cover the living expenses of a foreign student in the Republic of Lithuania is 924 euros (0.5 of the minimum monthly wage – 462 euros). – you will be expected to prove that you have at least 462 EUR*12 months + 924 EUR for travel =   6468 EUR).

Accommodation letter (a copy of lease contract in case you stay off-campus OR a letter issued by University if you stay at MRU student house – please contact student.support@mruni.eu)

STEP 2   – Complete and submit online application (request) for TRP:

Temporary resident permit (TRP) applicant must electronically fill out the request to issue the resident permit through in Migration department system https://www.migracija.lt/ and include digital copies of the documents being added to this request.

You will have to upload scanned copies of the necessary documents (step 1) to MIGRIS system application, as well as add the number of Mykolas Romeris university mediation letter (to get mediation number please contact us via email: student.support@mruni.eu).

It is recommended to choose the option of declaring your place of residence after getting a temporary residence permit card, if you currently do not have a properly prepared proof of residence or you got a spot in University dormitory.

You should answer YES to a question “Indicate whether you wish to declare your place of residence through the Migration Department“ at Migration Department?

At the end of your application please choose below option in the section “DOCUMENT ON PROPER ACCOMMODATION IN THE REPUBLIC OF LITHUANIA“:

You will declare your place of residence in an eldership or municipality within 1 month from the date of collecting the issued residence document and do hereby undertake to declare your place of residence at the residential premises where the living space per every adult person having declared his/her place of residence amounts to not less than 7 square meters (if applicable).

Additional note: In case a police clearance certificate is electronic, then legalization or Apostille is NOT needed. You will have to open the document in the web-site of issuing authority and show it to the employee who is collecting your application for TRP.

STEP 3   – Lodge the original documents and biometric data

You will need your MIGRIS application number (check out step two to book an appointment).

Waiting time for submission of original documents (which are uploaded to your MIGRIS application for TRP) and biometric data to an external service provider should not exceed 3-4 days. Please let us know if you are unable to make an appointment through the VFS global website for a longer period (email with clear evidence of the fact should be sent to student.support@mruni.eu – any complains without provided evidence cannot be processed).

STEP 4 – Mandatory remote interview with employee of Migration Department

Migration Department will send you an invitation to participate in a mandatory remote interview within 5 days of submitting your Biometric data at VFS Global application centre.

All applications are considered individually. The Migration Department reserves the right to request additional or updated documents.

The decision-making period begins after you take part in an interview with an employee of the migration department. The decision in general order is taken within 2 months. The decision in urgent order – within one month. Delivery of the TRP card from Lithuania to the country of application for TRP is not included.

Note: in summer 2023 migration department intends to take decisions on a student TRP earlier, and a student who has submitted an application before the middle or end of July has a chance to receive a card before a start of classes (1st of September, 2023).

STEP 5 – Collect your TRP card

Collect your TRP card after receiving confirmation from MIGRIS. You may choose where to collect your card: at VFS Global you submitted your documents or at the Migration department upon arrival (students who have the right to enter and stay in Lithuania legally without a visa or on other grounds can collect TRP card in Lithuania).

IMORTANT: SUBMISSION OF AN APLICATION DOES NOT GRANT A FOREIGN NATIONAL THE RIGHT TO STAY IN THE TERRITORY OF THE REPUBLIC OF LITHUANIA WITHOUT A VISA OR EXCEED THE PERIOD OF VISA-FREE STAY UNTIL APPLICATION FOR A TEMPORARY RESIDENCE IS PROCESSED AND A DECISION IS MADE.

Important Information for TRP Holders

A foreigner who has a valid temporary residence permit in the Republic of Lithuania or a permit of a long-term resident of the Republic of Lithuania to reside in the European Union must notify the Migration Department of the changed circumstances within 7 days at the latest.

2-3 months before the expiration of TRP students have to apply for a TRP renewal. Documents to be submitted for TRP renewal: https://www.migracija.lt/esu-studentas1

After submitting the application and booking an appointment through MIGRIS, you must submit the biometric data and the original documents, uploaded to your application for TRP renewal in person within 4 months from the date of submission of the application to MIGRIS.

NOTE:

Only full package of documents is accepted for consideration of TRP! Double-check if all your documents are prepared for submission – check here.

Letter proving place of residence from MRU “Student house” for TRP renewal will be provided for students ONLY who have got agreement with it.

More detailed information concerning the payments, expiration of new TRP, insurance, etc. you can obtain at the Migration Office – Vilnius Division of the Migration Department (Vytenio str. 18, Vilnius) and in their web-site: http://www.migracija.lt/esu-studentas1  

* For TRP application a minimum insured amount of the medical insurance contract (policy) needs to be at least 10.000 Eur and the insurance contract shall guarantee that all basic medical assistance costs and travel expenses which may arise in connection with the return, for health reasons, of a foreigner to homeland (medical transportation/repatriation, including escort by medical brigade or a doctor) will be covered. Insurance must be valid in all Schengen area. 

** Documents issued abroad must be translated into Lithuanian language and certified by an interpreter. The document proving health insurance may be given in the original English language or may be translated from other language to English, certified by an interpreter. Bank account statement can be printed from internet banking in English language and when submission documents at the Migration department, student must log into his/her internet banking system and show the available amount to the specialist on site.   

*** A certificate of conviction stating that the foreigner has not been convicted may be given in the original English language or may be translated from other language to English, certified by an interpreter.

A certificate of conviction, which is not written in the original English language or which states when and what criminal activity the foreigner has been convicted for, what penalty was imposed to him/her and if it was fully served, must be translated to Lithuanian language, certified by interpreter.

The certificate of conviction must be legalized or certified (Apostille), according to the procedure prescribed by legal acts, except for the certificate of conviction issued by:

– Ukraine, Russia, Estonia, Latvia or Moldova;

– foreign diplomatic missions or consular posts residing in the Republic of Lithuania;

– foreign diplomatic missions or consular posts residing abroad and accredited without any other country, including the Republic of Lithuania

It is highly advisable to be familiar with Legal acts regulating entrance and stay of foreigners in Lithuania

Temporary Residence Certificate (for EU citizens)

International DEGREE-SEEKING students from EU or EFTA countries do not need a visa to enter the Republic of Lithuania. They can come and stay in Lithuania for up to 3 months without formalization. DURING THAT period, they must apply and obtain the Certificate of Temporary Residence and must declare their place of residence in Lithuania. Documents to be submitted for a Certificate:

  1. Valid travel document;
  2. Completed form of application;
  3. Document confirming that you are accepted/that you are a full-time degree seeking student at MRU (from your faculty) OR a mediation document from International office (please ask student.support@mruni.eu);
  4. Bank statement confirming that you have enough funds during your stay in LT;
  5. Health insurance (Do not forger to bring your European Health Insurance Card which will be needed for a certificate of temporary residence application and, in general, that you’d have insurance coverage valid in the territory of Lithuania.   6. Payment of state levy (fee)

All EU degree seeking students in Lithuania must obtain a certificate of Temporary Residence Permit in the Republic of Lithuania and declare the place of residence. We strongly encourage to apply for the certificate as soon as possible, after the arrival for studies (procedure must be complete within 90 days from arrival).

Upon arrival to Lithuania please bring original documents certifying your previously acquired education.

Insurance

Health insurance requirements for Foreigners in Lithuania

It is compulsory to have a valid health insurance (in Schengen area) for entire period of stay in Lithuania. Only emergency medical aid is given free of charge.

For EU/EFTA citizens –  Do not forger to bring your European Health Insurance Card which will be needed for a certificate of temporary residence application and, in general, that you’d have insurance coverage valid in the territory of Lithuania.  All information about the European Health insurance card and how to obtain in your home country: https://ec.europa.eu/social/main.jsp?catId=559&langId=en

For Non-EU citizens, who apply for TRP –  a minimum insured amount of the medical insurance contract (policy) needs to be at least 10.000 Eur and the insurance contract shall guarantee that all basic medical assistance costs and travel expenses which may arise in connection with the return, for health reasons, of a foreigner to homeland (medical transportation/repatriation, including escort by medical brigade or a doctor) will be covered.  

If you do not have European Health Insurance Card (applicable only for EU citizens) or Health insurance policy from your home country it is strongly recommended to obtain health insurance in Lithuania at local insurance companies. Health insurance for foreigners in Lithuania for 5 months period costs approximately 87-115 Eur. More information on local insurance companies and terms of insurance is available on http://www.draudikai.lt/en/insurers. Every time when medical treatment at a general practitioner or hospitalisation is required you will be asked to show your health insurance policy. In most cases a foreigner is required to pay for health care services to the health care institution and then needs to claim for reimbursement of expenses from their health insurance providers (accordingly, read all terms and conditions of your health insurance policy carefully and keep the contact telephone of insurance company nearby!!!).

On-Campus housing

Mykolas Romeris University offers accommodation for international students on campus – at student residence hall “Student house”- the twelve-floor modern building. It takes 5 minutes on foot to come to the main University building. 

MRU Student house offers shared rooms for two or three students, also very few single rooms .  

All the rooms have Internet access. The “Student house” is also equipped with a table tennis room for relaxation. Bathroom facilities are mostly shared by two rooms. There is one common use kitchen, meeting room, a working room on each floor. Students are obliged to clean up and keep the order in the kitchen and rooms by themselves. A laundry room is also available for international students with extra charge.

Room configuration in the dorm: Each room has beds, a working desk, shelves, and a wardrobe. Blankets, pillows, etc. are provided upon signing the accommodation agreement.

Application for MRU student house is made in the following steps :

Firstly, by marking that applicant intends to live in the MRU student house in the online application form. 

After the acceptance of student is confirmed by MRU, study agreement (study contract) signed  and student data are enlisted in the MRU students registry, the student must activate the MRU student account  and then secure the reservation of a chosen room via the MRU Student house reservation platform:

Step 1: create MRU account at https://stud.mruni.eu/en/reguser.php   

Step 2: with your MRU username (Username are all letters UNTILL the „@stud.mruni.eu“)   login to Student house reservation system and book your chosen place or room of accommodation at the dormitory  and pay reservation fee of 100 EUR.

Then the reserved place (or room) is waiting for the student from the student’s arrival (please note – you yourself indicate your day of arrival).

Accommodation fee depends on the type of the room.

Off-Campus housing

Off-Campus Accommodation offers alternative accommodation for students who are not able to secure space in on-campus residences and take the form of accredited large properties.

If international students prefer to rent an apartment, the International Office may suggest to students some reliable real estate companies or private people who rent apartments.

Public Transportation

Transport system

Transport system in Vilnius is quite well developed. There are busses and troleybusses available for service. There are short-term tickets (30 min, 60 min), Day tickets (1,3 days), Long-term tickets (1,3,12 months) and long-term tickets for working days (1,3,12 months) available in Vilnius for busses and troleybusses   (https://judu.lt/en/for-public-transport-passengers/ticket-types-and-prices/).  Tickets in Vilnius transport are only electronic and can be purchased via Mobile App “Traffi” .  All routes, timetables, distances and other information about public transportation in Vilnius is available on internet  https://judu.lt/en/for-public-transport-passengers/.     and on https://web.trafi.com/lt/vilnius 
Taxi as alternative mean of transportation in Vilnius is not as expensive as in other European cities. The price for one kilometer usually ranges from 0,85 – 0,95 eur, therefore 15 -20 eur is enough to get from one end of the city to another. In order to avoid the overcharging it is suggested to use one of the numerous App’s f.e. Bolt (https://bolt.eu/lt/), Uber (https://www.uber.com/global/en/cities/vilnius/) or book online – f.e. taxi company A2B (http://a2b.lt/en/service/

From the Airport:

By public transportation: From the Airport, you can take bus No. 3G and change in bus stop “Zaliasis tiltas” to a bus No. 10. Your destination stop is a bus stop “Mykolo Romerio universitetas”. Total length of travel by public transportation from the Airport to the Mykolas Romeris University is about 50 minutes.    By taxi it would cost you about 25-30 eur to go to Mykolas Romeris University. It is advised to agree with the taxi driver about the price before entrance to a taxi. Although the taxi drivers are obligated to switch on a taxometer they sometimes cheat especially with the foreigners.

When staying in Vilnius for longer period it is possible ( only if you do not have smart phone) to obtain from the Press kiosk at the Airport an E-tickets card for 1,50 eur (“Vilniečio kortelė”) and top it up with electronic tickets which are valid according to the timing – 30 minutes, 60 minutes, 1 day, 3 day, 10 day, etc…. With a valid ticket in the card, properly activated on board of public vehicle, if necessary, it is possible to change the public transport for free and for unlimited number of journeys within the time of the e-ticket. From the Railway Station or Bus Station:

By public transportation: You can take a bus no. 2G and go until the bus stop “Mykolo Romerio universitetas”. Duration of travel by public transportation will be approximately 35 minutes.  By taxi it would cost you approximately 20-25 eur to go to the Mykolas Romeris University.

You can always get directions to Mykolas Romeris University by entering address “Ateities g. 20, Vilnius” into your GPS navigator or Google maps

Local Currency and Bank Cards

Lithuania joined the euro zone from 1 January 2015, therefore the currency in Lithuania is EURO.

In Lithuania most of the internationally recognized bank and credit cards are accepted and widely used in all shops and shopping centers where such method of payment is indicated at the entrance. International students of Mykolas Romeris University may open accounts and ask for bank cards in Lithuanian banks similarly to Lithuanian students. If you wish to open an account in any Lithuanian bank, just apply to any bank branch or ask at the International Office for advice. Please note, that at the end of study period in Lithuania, all international students are required to close bank accounts, opened in Lithuania.

Telcos and Phone Calls:

The largest company providing fixed telecommunications in Lithuania is Telia.  To make an international call, first dial 00, then dial a country (and city) code and then – a telephone number. 
Mobile communications are provided by the three major operators in Lithuania – Telia, Bite and Tele2. All international students may get services under the same conditions as regular local students (usually with special student discounts). Prepaid mobile telephone cards (EZYS from Telia, LABAS from Bite, PILDYK from Tele2) ease communication both within Lithuania and international student’s home country. International calls are made in the same manner as from fixed telecommunications telephone (00-country code-city code-telephone number).

To receive phone calls from a foreign country it is essential to know that:

  • Lithuania’s code is 370
  • To a fixed line telephone: Vilnius code 5 + telephone number
  • To a mobile telephone: 6+relevant operator’s code + telephone number
  • For example: Your mobile telephone number is 23 45678 (where 23 is your operator’s code and 45678 is your telephone number). A friend from a foreign country or Lithuania may reach you by dialing +370 6 23 45678.

Work in Lithuania

WORKING IN LITHUANIA DURING THE STUDIES AND AFTER GRADUATION 

Non-EU students willing to work during their studies in the Republic of Lithuania must firstly obtain a Temporary Residence Permit (on the grounds of studies)  and then can work  during their studies at Mykolas Romeris University. No additional work permits are required. 

After graduation, non-EU students, who have TRP while studying, can apply for a new Temporary Residence Permit for 12 additional months for job search and self-employment purposes in Lithuania.  During these 12 additional months, no additional work permits are required from the recent graduates. Students are able not only to search for a job but also to start working. In this case, the alien is released from the obligation to acquire a decision of the Employment Service that his / her work meets the needs of the labour market of the Republic of Lithuania.

Later on, if employment in the Republic of Lithuania continues, the graduate should timely apply to renew his/her Temporary Residence Permit on the grounds of the Employment contract and also obtain a work permit from the Public Employment Service . In order to obtain a Work Permit, either an Employer or a graduate himself can apply.

Mentor System (students helping students)

It is not so easy to go for studies  abroad and to get used to the new environment, especially when cultural and other differences between your country and Lithuania as well as language barrier are significant. 

For this reason at Mykolas Romeris University we asked our students- volunteers to help international students to adapt in the new environment. Since academic year 2006/2007 Mentors’ programme was organized by the Committee for International Relations of Students’ Representative Body where students are working to ease some worries of students’ life. Such mentors help during the first month of academic year to all new undergraduate students to orient themselves in the university and around. 

In Mykolas Romeris University, Mentoring system is also offered by ESN MRU Vilnius, a part of Erasmus Student Network (ESN), which is the biggest student association in Europe, established on the 16th October 1989 and legally registered in 1990 for supporting and developing student exchange. As of March 2017, ESN is present in more than 800 Higher Education Institutions from 40 countries.

ESN MRU Vilnius is a local section of ESN Lithuania with the main aim to help incoming and outgoing international exchange students in Mykolas Romeris University. ESN MRU Vilnius was established on the 10th of February, 2010 and is located in Mykolas Romeris University, Room II-214.

The section has lots of active, friendly and really fun members and around 200 exchange students every semester. ESN MRU Vilnius has 9 board members and coordinators who engage in organizing big and small events starting from Introductory Week and during each semester..

Mentors are MRU students volunteers – your contemporaries. Most of them already have been Erasmus students so we know with what kind of problems exchange students face and peculiarities of Erasmus traditions. All incoming exchange students get personal mentors which can answer most of the questions about life, entertainments and places to visit in Lithuania.
