Strategic Border Management (Graduate)

 

Why this study programme?

European Joint Master’s in Strategic Border Management is cooperation of European universities located in five countries: Estonia, Latvia, Lithuania, the Netherlands and Spain. The programme is for Bachelor’s Graduates who already have work experience in the State Border Guard Service for three years, thus needs to broaden the knowledge and gain new skills and experience. This study programme is financed by FRONTEX, therefore the agency is involved in the application process.


The overall objectives of the programme are to provide students with opportunities to be able to: 
  • Ground their studies on realities of the border guard community and on rigorous academic practices, and therefore to learn to carry out applied research, which enables further the developments in the field of border guard, and also has practical implications for the MS/SAC border guard organisations (that are the ultimate beneficiary) and which enables further academic developments of the field and the formulations of prospective research fields;
  • Perform as highly competent professionals in the field, who are able to provide both monitoring of realities and insights into future developments in the profession;
  • Provide reasonable theories and research based arguments for maintaining or changing practice and research orientations in the profession across the EU; 
  • Demonstrate behaviour of a professional, who is able to communicate and to collaborate locally, nationally and internationally with great respect to human rights, intercultural sensitivity, citizen’s responsibility and dignity.

By the end of the studies, a graduate will have acquired
  • Knowledge of a broad range of     EU and international legislation, policies and procedures regarding cross border management and international cooperation; 
  • Skills for critical evaluation of organisational development potential in the context of Border Guard quality management principles; 
  • Ability to work effectively but independently and in collaboration with Border Guard management professionals from other European states.

Entry requirements

  • The candidates are required to hold Bachelor’s degree and have work experience in the State Border Guard Service for at least 3 years. FRONTEX agency, financing the programme for years of 2015 and 2017) makes a contract, foreseeing that the Master’s student will work in the organisation at least 5 years after graduation;
  • English language proficiency - the level not lower than B2 (following the Common Framework of Reference for Language approved by the Council of Europe). Distant English language level test is organized for those, who do not possess IELTS or TOEFL certificates.

International mobility possibilities

  • Mobility is the framework of this study programme. In cooperation with University of Salamanca and Spanish University of Distance-Learning Education (Spain), Estonian Academy of Security Sciences (Estonia), Netherlands Defence Academy, Faculty of Military Science (the Netherland), and Rezekne Higher Education Institution (Latvia), Mykolas Romeris University provides a number of study subjects.
  • All costs related to the mobility periods, which are an essential and compulsory element of this programme, including enrolment fees, travel expenses (including local travel), accommodation and meals will be covered by Frontex.

Career prospects

  • During the procedure of admission, the contract foresees a requirement and agreement that a student and the graduate should work at least several years in the sending institution (institution that is responsible for protecting state borders in the EU) or in the institution that the sending institutions sees fit to allocate the graduate.
  • A diploma holder will be entitled for third cycle studies in the field of social sciences, following the requirements that the particular study programme may have (e.g., a necessity to have exams on the course –units of supplementary studies)
